As he gets worse he is descending deeper into madness. He apparently realizes his condition is fatal and, as you suspected, he wants to conquer the entire Federation before he dies, whatever that means in his twisted mind. He has no care as to whether anyone survives, just so long as he dies knowing he has dominated and defeated the entire Federation. Apparently, he believes it is his destiny. Those nearest to him say he rambles on and on about how he will be known the greatest Ming of all, and that his dynasty will be remembered forever as the greatest.”
