In ten years of working for Georgia Power, Todd, an electrical engineer, had never witnessed a sudden and complete shutdown of an entire power facility. At North Highlands, like most hydroelectric plants, river water is siphoned through water reservoirs and converted into electricity through turbine-powered generators and transformers.
