Elder Evander Lake, who's in charge of the detention center, took custody of him and was supposed to effect the immediate termination of Craig Stoiler. Unbeknownst to the rest of the council, Elder Lake didn't carry out the sentencing, but kept Stoiler alive for questioning. Stoiler broke out of the detention center three days ago.
