While the United States always recognized Israel’s right to exist, that fact never really drove U.S. policy. The primary American interest in 1948, when Israel came into being, was the containment of the Soviet Union, and the American focus was primarily on Turkey and Greece. Greece had an internal Communist insurgency. Both Greece and Turkey had an external Soviet threat as well. For the United States, Turkey was the key to the region. It was only a narrow strait in Turkey, the Bosporus, that blocked the Soviet fleet in the Black Sea from entering the Mediterranean Sea in force. If that strait fell into Soviet hands, the Soviets would be able to challenge American power and threaten southern Europe.The major impediment to the U.S. strategy of containment in the Middle East was that the British and French were trying to reestablish the influence in the region that they had held before World War II. Seeking to develop closer ties in the Arab world, the Soviets could and did exploit hostility to the Europeans’ machinations.
